The following list provides an overview of California utility and state programs that help finance improvements in window energy efficiency for home and business owners. The following window rebates can help lower the costs of your window film installation. The links below will take you directly to the appropriate websites and application forms where available.

- Anaheim Public Utilities
Home Incentives Program – $1/sf rebate (up to $100) for ENERGY STAR Windows. Replacement only.
- City of Azusa
Home Weatherization Rebates – $1/sf rebate (up to $250) for ENERGY STAR windows. Replacement only $0.25/sf rebate for solar film, $0.25/sf rebate for shade screens, $175/each for ENERGY STAR skylights/lightubes.

- Burbank Water and Power
Home Rewards Rebate Program
$2/sf rebate for ENERGY STAR windows if purchased in Burbank or $1/sf if purchased out of Burbank. Replacement only.
Burbank Commercial Rebates
Most business retrofit projects will fall into the categories listed above. For projects that meet BWP’s Business Rebate criteria but don’t fall neatly into one of the categories, BWP will pay $0.05 per kilowatt-hour saved over a one year period.

GEOSmart Residential Financing Program – Low-interest loan from $1,000 to $25,000 for home improvements including ENERGY STAR windows and window treatments (tinting, shading, shutters, awnings).

Residential Energy Efficiency Loan (REEL) Assistance Program (Now Available)
If you own a single-family home and want to increase efficiency while reducing costs, you may qualify for the Residential Energy Efficiency Loan (REEL) Program (formerly referred to as the Single Family Loan Program).
SCE Commercial Rebates
Although not added to SCE’s site at the date of this post revision (July 5 2017), an announcement was made that the window film rebate is now reinstated for commercial buildings at the following rates: $0.08 per kWh saved and $150 per kW peak demand.

Residential Energy Assistance Program (REAP)
IID’s Residential Energy Assistance Program (REAP) was designed to provide customers with a discounted rate on their electric bills. If you meet the income-qualifying guidelines, IID offers you a 20 percent discount on your bill.
- City of Lodi Electric Utility
Residential Rebate Program – $0.50/sf rebate for windows film. Film must be place over single pane clear glass windows. $0.50/sf rebate for qualifying shade screens.
- Los Angeles County
Residential PACE Financing – Any upgrade permanently fixed to the property that is proven to save energy will be considered, including windows.
Commercial PACE Financing – Any upgrade permanently fixed to the property that is proven to save energy will be considered, including windows.
- Los Angeles Department of Water and Power
Residential Rebate Program – $2/sf rebate for dual pane ENERGY STAR windows installed in an air conditioned space.
Commercial rebates for window film are available under the ‘envelope’ category at $0.25 kWh saved with a 75% project cap.
- Modesto Irrigation District
Residential Rebate Program – $1/sf rebate for ENERGY STAR windows with SHGC of 0.25 or less and U-factor of 0.30 or less installed in an air-conditioned space. NFRC label is required. Replacement only.
– $1/sf rebate for window films with SHGC of 0.39 or less or sunscreens with an SHGC of 0.35 or less. All on windows facing south, east or west (any direction except 45 degrees of true north).
Commercial Rebate Program – $1/sf rebate for window films with SHGC of 0.39 or less. $1/sf rebate for sunscreens with an SHGC of 0.35 or less and cover the entire window. $1/sf rebate for window awnings that are at least as wide as the window aperture. All these on windows facing south, east or west (any direction except 45 degrees of true north).
- Pacific Gas & Electric
Energy Upgrade California – Incentive program for whole-house systematic upgrades. Windows are typical project in the Advanced Home Upgrade, which qualifies for up to $4500 in incentives.
- City of Pasadena
Home Energy Rebate Program – $0.95/sf rebate for exterior window solar screens that block 80% of solar gain if purchased in Pasadena or $0.75/sf if purchased out of Pasadena. Must be mounted on existing single or dual pane windows (north-facing excluded). $0.95/sf rebate for window reflective film if purchased in Pasadena or $0.75/sf if purchased out of Pasadena. $55/unit rebate for skylights or light tubes if purchased in Pasadena or $35/unit if purchased out of Pasadena.
- Plumas-Sierra Rural Electric Cooperative
Weatherization Rebate Program – $3/sf rebate for ENERGY STAR windows with a U-factor 0.32 or less and a SHGC of 0.40 or less.
- City of Redding Electric Utility
Earth Advantage Rebate Program – $2/sf rebate for tinting and sunscreens. Up to $500 for homes or $1000 for commercial buildings. Treatment must provide minimum solar blockage of 60%.
- Riverside Public Utilities
Weatherization Incentive Rebate Program – $1/sf rebate for NFRC rated windows and window film. Replacement only.
- Roseville Electric Utility
Commercial Rebate Program – $1/sf rebate for window film.
Roseville Sunscreen Rebate Program – $1/sf rebate for sunscreens that have a shading coefficient of 0.40 or less (or SHGC of .35). Maximum of $150. Must be installed on the exterior south, east, or west of the building.
- Sacramento Municipal Utility District
Home Energy Performance Program – Program requires initial energy audit, and rebates are based on whole-house efficiency improvements, including but not limited to windows. Installation of windows that meet the ENERGY STAR energy-efficiency criteria. U-factor of 0.30 or less and a SHGC of 0.25 or less. The window must bear a NFRC temporary label and must be installed by a SMUD participating contractor. Qualifies for rebates ($75 for every 25sf of upgraded window area, $1000 max) and low 5.5% financing under Home Performance Program only.
- Sonoma County Energy
Residential Rebate Program –$1.50/sf for replacement windows with a U-factor of 0.35 or less and a SHGC of 0.40 or less.
Residential and Commercial Financing Programs –PACE financing programs are available.
- Southern California Gas Company (SoCal)
Home Upgrade Program – Advanced home upgrade program with incentives up to $6,500, includes energy-efficient windows.
